    National Treatment in the GATT

    The National Treatment clause (NT) is the first-line defense in the GATT (and in most other trade agreements) against opportunistic exploitation of the inevitable incompleteness of the agreement. This paper examines the role of NT as it applies to internal taxation under the GATT. It is shown that despite severely restricting the freedom to set internal taxes, NT may improve government welfare. But it will not completely solve the incomplete contract problem it is meant to remedy. Furthermore, it requires a high degree of economic sophistication on behalf of trade negotiators in order for this beneficial effect to materialize.National Treatment; GATT; WTO; Trade Agreements

    Estimating Northern Territory Government program expenditure for Aboriginal people: Problems and implications

    There are currently no administrative mechanisms whereby data relating to State expenditure on programs for Aboriginal people are disaggregated. This paper attempts to assess the existing level of State Government expenditure on both mainstream and specific programs for Aboriginal people. The Northern Territory (NT) is taken as a case study, using the NT Government's own reported expenditure breakdowns for the financial year 1990-91. NT Government-identified expenditure on Aboriginal people in the functional areas of education, health, social security and welfare, housing, community amenities, recreation, transport and communications, industry development, employment, law and order, and assistance to other levels of government are examined. Government expenditure is disaggregated according to program type: including Aboriginal specific, mainstream with an Aboriginal element, and mainstream with particular relevance to Aboriginal people. The paper highlights a number of methodological problems concerning the various bases on which NT expenditure estimates have been made. The process of making State Government expenditure more transparent in the area of Aboriginal affairs is extremely difficult. In particular, there are many gaps in data reflecting the absence of procedures and identifiers that facilitate the measurement of budgetary expenditure. Nevertheless, the NT data represents a preliminary step, offering considerable benefits both to government and to Aboriginal people and their representative organisations. The analysis of NT data also has implications for a number of broader policy issues which are considered in the conclusion, including the co-ordinating role of the Aboriginal and Torres Strait Islander Commission, positive versus negative funding, substitution versus supplementation funding, and mainstreaming

    Relationship between tillage management and DMPSA nitrification inhibitor efficiency

    Agricultural sustainability is compromised by nitrogen (N) losses caused by soil microbial activity. Nitrous oxide (N2O) is a potent greenhouse gas (GHG) produced as consequence of nitrification and denitrification processes in soils. Nitrification inhibitors (NI) as 3,4-dimethylpyrazole-succinic acid (DMPSA) are useful tools to reduce these N losses from fertilization. The objective of this work was to test the efficiency of DMPSA in two different tillage management systems, conventional tillage (CT) and no-tillage (NT), in a winter wheat crop under Humid Mediterranean conditions. N fertilizer was applied as ammonium sulphate (AS) with or without DMPSA in a single or split application, including an unfertilized treatment. GHG fluxes N2O, CO2 and CH4) were measured by the closed chamber method. amoA and nosZl genes were quantified by qPCR as indicators of nitrifying and denitrifying populations. Nitrification was inhibited by DMPSA in both CT and NT, while the higher water filled pore space (WFPS) in NT promoted a better efficiency of DMPSA in this system. This higher efficiency might be due to a greater N2O reduction to N-2 as result of the nosZl gene induction. Consequently, DMPSA was able to reduce N2O emissions down to the unfertilized levels in NT. Provided that NT reduced CO2 emissions and maintained crop yield compared to CT, the application DMPSA under NT management is a promising strategy to increase agro-systems sustainability under Humid Mediterranean conditions.     Abstract: In Brazil?s central savanna region, government policy is to encourage the conversion of conventional plough tillage (PT) agriculture to no-till (NT) and raise the productivity of under-utilized pastures, including their conversion to integrated crop-livestock (ICL) systems, with the objective of increasing soil organic carbon (SOC) at the expense of atmospheric carbon dioxide. An experiment was established in 1991 by liming and fertilizing at two levels an area of native vegetation (NV). The treatments, replicated in randomized plots, included pastures, continuous cropping and ICL systems under PT or NT. The aim of this study was to quantify the SOC accumulation to 100 cm depth under these treatments over time. The high C:N ratios suggested that there was a high proportion of charcoal present in the soil. Increasing fertilizer inputs had no overall significant effect on SOC stocks. Stocks of SOC changed little under pastures. Analyses of ¹³C abundance showed that higher fertilizer inputs increased the decomposition rate of C derived from NV under pure grass pastures. Continuous cropping under NT preserved SOC and under PT there were significant losses. The highest SOC stocks were found under ILP treatments, but not all ILP treatments accumulated SOC even under NT. These results indicate that government initiatives to substitute PT with NT and to intensify beef cattle production will have only modest short-term gains in SOC accumulation

    Nonlinear material and ionic transport through membrane nanotubes

    Membrane nanotubes (NTs) and their networks play an important role in intracellular membrane transport and intercellular communications. The transport characteristics of the NT lumen resemble those of conventional solid-state nanopores. However, unlike the rigid pores, the soft membrane wall of the NT can be deformed by forces driving the transport through the NT lumen. This intrinsic coupling between the NT geometry and transport properties remains poorly explored. Using synchronized fluorescence microscopy and conductance measurements, we revealed that the NT shape was changed by both electric and hydrostatic forces driving the ionic and solute fluxes through the NT lumen. Far from the shape instability, the strength of the force effect is determined by the lateral membrane tension and is scaled with membrane elasticity so that the NT can be operated as a linear elastic sensor. Near shape instabilities, the transport forces triggered large-scale shape transformations, both stochastic and periodic. The periodic oscillations were coupled to a vesicle passage along the NT axis, resembling peristaltic transport.     Evaluation of agricultural ecosystem services in fallowing land based on farmers' participation and model simulation

    Fallowing with green fertilizer can benefit agricultural ecosystem services (AES). Farmers in Taiwan do not implement fallow practices and plant green fertilizer because the current subsidy level (46,000 NTperha)istoolowtomanagefallowing.Thispaperdefinestheobjectiveofgovernmentagriculturepolicyorthefarmersobjectiveasmaximizationoffarmproductivity,approximatedtothevalueofsocialwelfareandAES.Farms,whichdonotfollowproperfallowingpractices,oftenhavepoorlymaintainedfallowlandorleftfarmlandabandoned.Thisresultsinnegativeenvironmentalconsequencessuchascutworminfestationsinabandonedland,whichinturncanaffectcropsinadjacentfarmlands.Theobjectivesofthisstudyaretwofold.First,itdeterminestheproperfallowingsubsidybasedontheconceptofpaymentforecosystemservicestoenticemorefarmerstoparticipateinfallowing.Second,itsimulatesthebenefitofplantinggreenmanureinfallowlandtothesupplyofAESbasedontherateoffarmerswhoarewillingtoparticipateinfallowlandpracticesandessentialparametersthatcanaffectsoilfertilitychange.Theapproachinvolvesaseriesofinterviewsandadevelopedempiricalmodel.ThevalueofAESwhentherateoffarmerparticipationis100 per ha) is too low to manage fallowing. This paper defines the objective of government agriculture policy or the farmer’s objective as maximization of farm productivity, approximated to the value of social welfare and AES. Farms, which do not follow proper fallowing practices, often have poorly maintained fallow land or left farmland abandoned. This results in negative environmental consequences such as cutworm infestations in abandoned land, which in turn can affect crops in adjacent farmlands. The objectives of this study are twofold. First, it determines the proper fallowing subsidy based on the concept of payment for ecosystem services to entice more farmers to participate in fallowing. Second, it simulates the benefit of planting green manure in fallow land to the supply of AES based on the rate of farmers who are willing to participate in fallow land practices and essential parameters that can affect soil fertility change. The approach involves a series of interviews and a developed empirical model.     ANALYSIS OF INDIGENOUS HEALTH BUDGET 2008-09

    The Rudd Government has set ambitious targets for closing the gap on Indigenous disadvantage with respect to life expectancy, child mortality, access to early childhood education, educational attainment and employment outcomes and stated that this will be done in a new partnership with our Indigenous people. Since coming to power the new Government has committed 1.2billioninnewandredirectedfundingtoIndigenousinitiatives,including1.2 billion in new and redirected funding to Indigenous initiatives, including 718.7 million / 5 years in the 2008-09 Budget. The majority of the funding allocated in the Budget (426.6million/5years)isprovidedforactivitiesintheNorthernTerritory(NT),including426.6 million / 5 years) is provided for activities in the Northern Territory (NT), including 320.9 million in 2008-09 for activities that are part of the Northern Territory Emergency Response (NTER). But ‘closing the gap’ will require a focus well beyond the NT and substantial new long-term resources for a range of national programs

    Main Findings on Free Basic Services from National Treasury Fiscal Incidence Report

    This study analyses the extent to which the poor benefit from Free Basic Services (FBS), which include free basic water, free basic electricity, free basic sanitation and free basic solid waste removal. Unfortunately, none of the data sets analysed could be used to conduct fiscal incidence analysis because none of the surveys asked appropriate questions with regard to consumption/usage or tariffs/costs of FBS, the non-survey data from DWAF and NT were self-reported from municipalities, with several municipalities and district municipalities not providing any information at all, and the main data set provided by National Treasury was found to be riddled with inconsistencies and errors. The easiest and ideal solution to the data problem would be to have municipalities report household consumption data at monthly intervals throughout.Publicly provided goods, National government expenditures
